(SR96:71) <br /> <br /> Randall Lure presented the staff report. <br /> <br /> Ms. Dennis indicated Jocelyn Combs had expressed concern about the paving and striping <br /> and whether the use is in conflict with pedestrian trails. Is paving and striping required or can <br /> the lot be gravel? Why is it gated? <br /> <br /> Mr. Lure indicated Alameda County had required the gate because of liability problems <br /> and has denied access to the transportation corridor since there is no lease agreement. He <br /> believed the County would be agreeable to a gravel lot. For a private facility, that is more <br /> appropriate. <br /> <br /> Mr. Pico referred to the gravel lot north of the proposed location. He felt an extension <br /> of that would be appropriate and would be an inexpensive solution. He believed there was a <br /> parking problem in the proposed area and this lot is necessary. <br /> <br />-- Ms. Michelotti questioned the turn movements onto Bernal. <br /> <br /> Mr. Lure said there was concern about adding a driveway so close to First Street, but <br /> felt it would work because there would not be a significant number of cars. <br /> <br /> Vera Dunder, 4713 First Street, indicated the difference in cost for paving the lot was <br /> only $6,000, which is why she offered to pay that sum. People prefer parking in a paved lot, <br /> which is why whenever there is an event downtown, her parking lot is fried and hinders the <br /> businesses in her building. A lot of money was spent on Main Street improvements and nothing <br /> spent on First Street, even though that is still part of downtown and has historic value. She <br /> wants the lot as soon as possible and if there would be a delay, she was willing to build the lot <br /> if she would be reimbursed later. Her contractors estimate $27,000 for a gravel lot; $33,000 <br /> for a paved lot; and if only 21 spaces are added it is $17,000. The County has said it will not <br /> lease to a private individual and she urged the Council to build the lot and sublease to her. <br /> <br /> Mike Peel, 530 Dolores Place, indicated the parking lot at his building is ~led four of <br /> the five working days. On Saturdays and Sundays, when there are events, all the parking lots <br /> are filled. Mrs. Dunder is willing to front the money for the lot. He agreed with her that the <br /> lot should be paved and the entrance should be on Abbie with the exit on Bernal Avenue. He <br /> disagreed that it should be gravel. The lot north of Abbie is almost twice as wide is the <br /> pmpesed lot. He felt the City needed the lot and urged approval of a paved lot. <br /> <br /> 03/05/96 <br /> -16- <br /> <br /> <br />
