:' Ed Churka indicated the County will not license the property. to a private concern, only
to a public entity. He indicated that any parking lot is temporary and can be removed at any
time to put in railroad tracks. He wanted the parking lot at a level for installation of tracks.
If the lot is paved, he felt it would be a waste of money. He also indicated he would want to
use the parking lot when the historic train comes to town, since the area opposite will be the
staging area.

Roger Manning, 1300 Happy Valley Road, indicated he works in the building adjacent
to the proposed lot and agreed there is a major impa~t whenever there is a street fair or the
Farmers Market. He supported anything Council can do to add parking.

Ms. Michelotti asked if there would be a problem leasing the property from the County
and how would the lot be paid for?

Mr. Lure said the lease was no problem. The lot will be paid for by the City and the
only private contribution so far is Mrs. Dunder's offer of $6,000 for paving.

Mr. Tarper did not want paving. He felt a gravel lot similar to the northern lot would
be sufficient and less expensive. Clearly there is a need for the additional parking; his only
issue is whether to invest in paving and then worry about taking it out. He felt the easier
__ process was to have a gravel lot.

Ms. Michelotti asked if there was a problem with gravel due to the length of the lot from
dust,

Mr. Lure said there would be no problem with gravel.

It was moved by Mr. Taawer, seconded by Mr. Pko, that the City request a lease
from Alameda County for a gravel parking lot which the City would pay to construct.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarper
NOES: None
ABSENT: Councilmember Mohr
ABSTAIN: None

Item 6f
Selection of a permanent name for a five acre neiahborhood park to be located south of
$t0neridge Drive and north of the terminus of Martin Avenue. (SR96:70)

This item was continued to March 19, 1996.

03/05/96
-17-
