:' It was moved by Ms. Dennis to authorize staff to begin recommendations A to G,
with a limit on spending $100,000 within the next three months and to get a facilitator
ready to begin on June 1st.

There was no second.

Mr. Temple felt that just sitting down together and looking at maps to determine an
alternate road would be helpful. Using the church as a meeting place sounds like a reasonable
thing. More than anything, he wanted to get the issues out and clearly understood. He did not
think they were disagreements between property owners and residents of the area. He believed
having a golf course planner would be more beneficial than a faeilitator. The concerns are about
mitigations.

Ms. Acosta indicated that is what staff will do in November.

There was general discussion about what a facilitator could do or whether the same thing
could be accomplished by the parties just getting together to talk.

Mr. Manning indicated there are no confficts, just issues that need to be addressed. He
felt the suggestion of Ms. Acosta was workable. While staff was hiring consultants and
proceeding with the plan, the parties can meet to work out the 10% problems.

It was moved by Mr. Pico, seconded by Ms. Michelotti, to adopt the staff
recommendations A - G, but initially appropriating only $100,000, and the property owners
and community members are to meet for the next thirty days to discuss the issues.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarvet
NOES: None
ABSENT: Councilmember Mohr
ABSTAIN: None

Item 6d
Report regarding development of downtown _grant _nrot, ram with recommendations on
funding, (SR96:61)

This item was continued to March 19, 1996.

03/05/96
-15-
