Ms. Dennis believed a facilitator could be available to the residents to help them organize <br />precisely what their concerns are; to walk property with Councilmembers; and to educate <br />ourselves for the issues that will come up in October or November. She did not think this would <br />require much staff time and did not need to see a plan. <br /> <br /> Mr. Tarver wanted to resolve the issues with the citizens before spending the $700,000, <br />because that would be perceived as pushing the project. He wants to hear them fffst. <br /> <br /> Ms. Acosta indicated the money is not the issue. As soon as a citizen committee process <br />is started, it will involve staff time. She wanted Council to be aware there will be impacts on <br />other projects. Staff knows what the concerns are; the issue is timing. <br /> <br /> Ms. Michelotti asked if there was any advantage in delaying the decision two weeks to <br />see if some discussions could take place. <br /> <br /> Mr. Pico suggested staff not send out the RFP until June 30. <br /> <br /> Ms. Acosta indicated the consultants could be hired now since that will be done by <br />different staff members, but the planning cannot start now because the planning staff is already <br />occupied with priority projects. <br /> <br /> Mr. Tarvet felt he wanted neighborhood buy-in on the project and a level of comfort with <br />the impacts before committing city funds and all the other staff recommendations. <br /> <br /> Ms. Micheloff supported the golf course, but had trouble committing to spending <br />$700,000. She still had questions that needed to be answered, which is why she wanted a two <br />week delay and could not support the motion. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis and Pico <br />NOES: Councilmember Michelotti and Mayor Tarver <br />ABSENT: Councilmember Mohr <br />ABSTAIN: None <br /> <br /> Ms. Acosta indicated it is possible to authorize staff to locate the consultants and not <br />spend any money. You can also locate a mediator and that person could begin interviewing <br />people. The other possibility is to authorize steps A to G with a limited budget, such as <br />$100,000, within a short period of time. <br /> <br /> Pastor Adcock indicated he was a resident but not a property owner and considered <br />himself a neutnl party.
