Item 6b <br />Seml-Annnal Review and Consideration of Growth Management ReaHocations and <br />AHocations. (SR96:58) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Ms. Michelotti a~sked how many actual building permits were issued in the last five years. <br /> <br /> Mr. Roush indicated there were 99 in 1990, 124 in 1991, 365 in 1992, 372 in 1993, 537 <br />in 1994, and 625 in 1995. The 1995 number includes building permits for two projects that <br />have not technically pulled permits yet. <br /> <br /> Ms. Michelotti referred to the fact that 819 units were projected, but only 625 wer~ <br />issued. There is a wide discrepancy. <br /> <br /> Mr. Swift indicated 137 units in 1995 were custom lots which can take out permits any <br />time after 1995. <br /> <br /> Mr. Pico referred to various developments that have taken out permits in prior years that <br />are anticipated to be built in 1996. The economy may have restricted development, but it is <br />possible there will be a flood of building in 1996, possibly 1200 units. <br /> <br /> Ms. Mohr pointed out the reason for these large numbers is because of the long range <br />planning for phasing large developments and to catch up on the backlog. The current growth <br />management plan has a purpose of getting rid of the backlog. <br /> <br /> Mr. Tarvet referred to the modified growth management plan and felt it should be <br />reviewed with the General Plan review process. He did not feel Council should be discussing <br />projections, but dealing with reality. He felt the City should issue 650 permits this year and the <br />first developers who take out permits get to build. He felt the problem is there have been 800 <br />units allocated in 1996 and units from 1995 are being carried to 1996. Council is telling the <br />community it has growth under control and it does not. Next year there could be 1000 houses <br />under construction and the community will question what is going on. As to the twenty units <br />that did not get built in 1995, he felt the only place to move them would be in 1998, which is <br />the only year in which it fits. <br /> <br /> Mayor Tarvet declared the public hearing open. <br /> <br /> There were no speakers and the public hearing was closed. <br /> <br /> It was moved by Ms. Dennk, seconded by Ms. Michelotti, to adopt Resolution No. <br /> 96-17, approving the committee recommendation. <br /> <br />02/20/96 -9- <br /> <br /> <br />
