It was moved by Mr. Pico, seconded by Ms. Michelotti, to authorize donation of the <br />surplus 1969 Crown rtre engine to Blairgowrie, Scotland; and to recommend that the City <br />retain its existing policy on the disposition of surplus property. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: Councilmember Mohr <br />ABSTAIN: None <br /> <br />Item 6i <br />Adontion of a PubHe Art Ordinance. (3R96:42) <br /> <br /> Andy lorgensen presented the staff report. <br /> <br /> Ms. Michelotti asked several questions: what was the Planning Commission <br />recommendation; was there discussion of a committee vs. a commission; clarification of the <br />initial fund transfer and annual contribution of $50,000; how much money has the City donated <br />for public an in the past five years. <br /> <br /> Mr. :rorgensen indicated the Planning Commission was in favor of the ordinance, the only <br />concern was the addition of another layer of government approvals that could slow a project. <br />That was addressed in the final ordinance and the process should not slow a pwject. There was <br />no discussion regarding a committee vs. a commission. The annual contribution of $50,000 is <br />an estimate which depends upon the kinds of projects set forth in the proposed annual public an <br />plan. It could be less in a fight year, but in any event would always go through the regular <br />budget process for approval. He indicated the City has not acquired any public an through <br />public funds. There has been approximately $16,000 a year in staff time and materials in <br />support of the work of the Public Art Committee. <br /> <br /> It was moved by Mr. Tarver, seconded by Ms. Dennk, to introduce Ordinance No. <br />1676, to be read by rifle only and waiving further reading thereof, adding Chapters 13.16 <br />and 2.39 to the Pleasanton Municipal Code concerning art in public places and establishing <br />a Civic Arts Commk~ion; to mend Resolution No. 90-131 (General Financial Policies) to <br />add a policy statement to Section E regarding inclusion of public art projects in the Capital <br />Improvement Program; to authorize creation of the Public Art Fund and the Public Art <br />Restoration and Conservation Fund; and to authorize transfer of $45,000 to the Public Art <br />Fund and authorize the transfer of $5,000 to the Public Art Restoration and Conservation <br />Fund. <br /> <br /> Mr. Tarver commended the An in Public Places Committee for its efforts and indicated <br />there have been numerous hearings and modifications in this program before it came before <br />Council.
