The roll call vote was as follows: - <br />AYES: Councilmembers - Dennis, Micheloff, Pico, and Mayor Tarver <br />NOES: None <br />ABSBNT: Councilmember Mohr <br />ABSTAIN: None <br /> <br />Item 62 <br />Donation of a surnlus 1969 Crown Fire Ent, ine to Pleasanton's Sister City B!air~owrie. <br />~ (SR96:47) <br /> <br /> Fire CMcf Georgc Withers presented thc staff report. <br /> <br /> Mr. Pico disagreed with thc second staff recommendation regarding policies on surplus <br />property, because there is no way to bind future Councils. <br /> <br /> Ms. Acosta indicated this is recommended to provide intent. <br /> <br /> Mr. Tarver agreed with the first recommendation and aim disagreed with the second <br />recommendation. That would have precluded the current request to donate the fire truck. He <br />prefers to retain the flexibility. <br /> <br /> Ms. Acosta indicated nothing prevents a surplus piece of property from being donated <br />to a sister city or any other worthwhile nonprofit organization. The process is to mal~ sure <br />there are no favorites and that staff takes good care of the public's assets. The recommendation <br />is to make sure the best value is obtained. Often when something is deemed surplus, the item <br />wffi go to public auction so everyone interested has the opportunity to bid. It is not the right <br />of public officials to give away any asset. The nonprofits or sister cities could bid in that public <br />process and would undoubtedly get a good deal. <br /> <br /> Chief Withers thanked Scott Waish for coordinating the clean up of this vehicle and for <br />all the volunteers who worked on the mack. <br /> <br /> Ms. Micheloff concurred with establishment of a process and felt Council could always <br />make an exception ff it desired. <br /> <br /> Daniel Dawson, 2589 Corte Riven, president of the Blairgow~e sister city organization, <br />indicated that if Council approves the donation, the sister city organization along with other <br />nonprofit organizations in Pleasanton will make sure it gets to Blairgowrie, Scotland by <br />August 3rd for the Twinning Ceremony. After the ceremony, the engine will tour the British <br />Isles and will be an ambassador for Pleasanton.
