Ms. Michelotti was concerned because the City is going from no funds for art in public
places to designating $50,000 and including art in the budget p~s. She is not yet
comfortable with this program.

Mr. Pico was in total support of this program and felt the City had the funds to support
public art in the City.

David McLaughlin, Chairman of the An in Public Places Committee, felt it was time for
a city of this size to join others in bringing art to its citizens. He felt it was a great investment
and will give pride and status to the citizens of the City. He then introduced the members of
the Art in Public Places Committee.

Ms. Michelotti wanted to be sure private donations and sponsorship can continue. She
felt she would need to lcok at the total CIP budget to understand what portion would be
designated for art. She wanted to have grants pursued as well. She also encouraged developers
to donate art as part of the projects. She did not want the impression to be given that the City
is funding art so there is no need for private development to incorporate art.

Bob Lewis, 5003 Woodthrush, supported this program. He had a problem with the
ordinance including performing arts and other cultural arts program. He felt the ordinance
should be limited to visual arts. If the ordinance is expanded, it should be called "cultural" arts
and should be expanded to include more members on the commission. He wanted to delete
sections 13.16,020, subsections 5 through 8.

Susan Rose, 30 Golf Road, indicated she was on the Public Art Advisory Committee for
the County of Alameda, which adopted its ordinance two years ago. She urged approval of this
ordinance and commended the Pleasanton committee on its work. She felt it was very important
to have a policy regarding acceptance of gifts. She also urged the appointment of arts
administrators to the commission in addition to arts professionals and working artists. They are
the people who know how to get things done.

Ms. Dennis hoped that as we encourage the development community to include art in its
projects, that Council will consider identifying particular sites for placement of art projects
which may be funded in the future.

Mr. Pico had concerns about the size of the Commission and Council needs to be
sensitive to that as this moves forward. He felt this was still evolving and Council should be
flexible to amending the ordinance as the need arises.

Mr. Tarver requested the Civic Arts Commission to consider the suggestions on
membership and the name 'Cultural Arts Commission". He expressed his support for all the
work and the desire to move forward.

02/20/96 -18-
