Mr. Bocian indicated Council had authorized staff to explore an assisted living facility <br />on this site, but no action has been taken to secure the site for this purpose. That would occur <br />after the receipt of the RFPs, when Council would approve a disposition and development <br />agreement similar to what was done on the A. F. Evans project. <br /> <br /> Mr. Tarvet felt this was an incremental process and if Council wants this kind of project <br />that decision needs to be discussed, because as the process goes along more and more of it is <br />locked in place and expectations climb. <br /> <br /> Mr. Pico felt this is a project that is important to proceed on and staff and all the citizens <br />involved have done a great job to this point. It is a comprehensive proposal that gives <br />flexibility. <br /> <br /> Gary Schwagerle, 189 West Angela, objected to building housing units on city-owned <br />land and taking away development rights from private property owners. He referred to the Ku <br />project that was denied because of neighborhood objections. A survey has said there is a need <br />for a cultural or community center close to downtown. His goal is to have a 20,000 sq. ft. <br />cultural center similar to the Centennial Hall. He wanted to get rid of the Case Avenue project <br />and use that land. He suggested using the kitchen at Ridge View Commons in conjunction with <br />a facility. An event like the Scottish Games could be there and you could use the fields at the <br />Middle School. He objected to high density housing and the crime that comes with low income <br />housing projects. <br /> <br /> It was moved by Mr. Pico, seconded by 1Vls. Michelotti, to approve the draft Request <br />for Proposals and authorize staff to issue the RFP for a developer for the facility. <br /> <br />Th~ roll C~all vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Mohr <br />ABSTAIN: None <br /> <br />Item 6f <br />Request for Council authorization and support to nroceed with evaluatine consolidation and <br />the Votential oOportunities for the sharing_ of Fire Department resources within the Valley. <br />(SR96:46) <br /> <br /> Fire Chief George Withers presented the staff report. <br /> <br /> It was moved by Ms. Denni% seconded by Ms. Michelotti, to authorize staff to <br />proceed with evaluating consolidation and the potenthi opportunities for the sharing of Fire <br />Department resources within the Valley, and indudlng Tom Pico as an alternate for later <br />discussions. <br /> <br />02/20/96 -15- <br /> <br /> <br />
