Lt. Paul Helms related the history of Mr. Ghorbani's taxi operation and conFumed that <br /> he had changed his name to operate in Pleasanton. <br /> <br /> Mr. Pico asked what regulations would flow the Council to deny the application. <br /> <br /> Mr. Roush indicated that in order for the Council to approve the permit it must find that <br /> there is a public convenience and necessity for the additional taxi service and related the <br /> necessary findings from the Municipal Code. Council could grant the permit subject to a change <br /> of the name. <br /> <br /> Chief Eastman indicated Council can make any decision it deems reasonable. He felt <br /> some of the language of the ordinance was arcane and felt that is was not necessary to judge the <br /> necessity or need issue because the market determines that. The Police Department does not <br /> even look at that when reviewing applications. <br /> <br /> Ms. Dennis asked if Veterans Cab had established an office in Pleasanton. She was told <br /> it had. <br /> <br /> Thomas Donayre, 337 Garden Commons, Livermore, indicated he had worked for Mr. <br /> Ghorbani for the last six years. He complained of the condition of Mr. Ghorbani's can and <br />-- objected to his statement that he could put more cabs on the road. He also referred to insurance <br /> on Mr. Ghorbani's cabs. He was in favor of the added competition. <br /> <br /> Eugene Bush, 4172 Vineyard Avenue, indicated he was a driver for Veteran Cab. He <br /> did not believe there was enough business for another company. <br /> <br /> Dean Nadem, the applicant, related his experience in operating cab companies in other <br /> communities. He felt this was a free enterprise and was certain that he would be successful in <br /> Pleasanton and will be able to create jobs for drivers. <br /> <br /> There being no further testimony, the public hearing was closed. <br /> <br /> Ms. Dennis had no objection to competition, but was concerned about the use of Yellow <br /> in the company name. She also want~l to be sure there was an office in Pleasanton. <br /> <br /> Mr. Tarver indicated there had been discussions on whether Council should say how <br /> many of a certain business there should be; he felt it was up to Council to say what the <br /> community needs for hotels, etc. This taxi business is different because it is regulated by the <br /> City and the City limits the amount of money that can be charged. He felt there was a <br /> difference in the free market system and a regulated rate business. He expressed concern about <br /> the ordinance and felt it should be reviewed. He agreed the new company should be required <br /> to change the color of cabs and company name. <br /> <br /> 02/20/96 <br /> <br /> <br />
