Francisco has a traditional golf course/community plan; Mr. Caltherpe is certain to have an <br /> interesting new look for a golf course and land uses. <br /> <br /> Ms. Dennis supported a no-golf course alternative because the community needs to see <br /> what a pure neo-traditional plan looks like. She wanted the streetscape design guidelines <br /> developed as part of this plan. <br /> <br /> Mr. Swift indicated those guidelines were contemplated as a future task outside this time <br /> frame. He also felt it was important for Council to identify whether it supported this concept <br /> before going further into planning. Calthorpe has many studies and slides with examples of <br /> products around the country for review at one of the workshops. That could be available within <br /> this budget. <br /> <br /> Ms. Michelotti questioned the necessity of spending money for a consultant if this same <br /> type of planning could be done by staff. She wanted the visuals for community review and did <br /> not know if it was necessary for a full golf course vs. no golf course type of planning. <br /> <br /> Kay Ayala, 4515 Gatetree Circle, expressed strong suppert for a golf course and <br /> indicated there would be many people at the next Council meeting. She indicated neo-traditional <br /> was studied at length in the General Plan review and there was a tape available at no cost. The <br />-- one element the community has supported is a golf course; it offsets the houses and commercial <br /> that will be added. She felt neo-traditional planning and a golf course do not mix. Neo- <br /> traditional is high density clustered housing. There will be civil war if the golf course is placed <br /> on the west side of the freeway and high density housing on the east side. Certain elements of <br /> neo-traditional design are desirable; garages in back of houses, perches, smaller streets, etc. <br /> We can do that without paying $45,000 for a planner. She and others put together a plan from <br /> suggestions at the last workshop and asked if Council has even looked at it? <br /> <br /> Mr. Tarver wants the entire community and Commissions to be involved. He is not <br /> comfortable with a few people putting together a plan. He sees nothing wrong with paying for <br /> assistance in looking at all alternatives. <br /> <br /> Ms. Ayala felt the last workshop was wonderful and Brian Swift had prepared a good <br /> plan. She did not support paying for a consultant. She totally disagreed that a neo-traditional <br /> plan would work on this property. <br /> <br /> Cindy McGovern, 9206 Longview Drive, asked for a clear definition of neo-traditional; <br /> does it have single-family homes, apartments, duets, etc. <br /> <br /> Ms. Dennis indicated it is similar to communities that grew around railroads at the turn <br /> of the century. It is not as fixed as some think. <br /> <br /> Mr. Tarver the project is generally self-contained with residential and the <br /> commercial/schools to support the residents.
