.... Item 7a(3)
Consideration of Consultant Planning Services for the San Francisco Bernal Pronertv.
(SR 96:38)

Brian Swift presented the staff report.

Ms. Michelotti asked what the total cost would

Mr. Swift indicated approximately $45,000; the deletion of Task 6 regarding streetscape,
would save $7,000.

Ms. Michelotti clarified that the consultants would provide a neo-traditional plan with and
without a golf course. She pointed out the community has repeatedly requested a golf course
and did not support this.

Mr. Tarver expressed a strong desire to get all the information possible for the public
to make decisions. He wondered whether there was a real need for two golf courses in
Pleasanton. Perhaps we need other amenities such as community centers or civic centers, a
variety of parks, etc. on the San Francisco property. He wants to make sure the community has
all alternatives to evaluate.

Ms. Michelotti felt Calthorpe would be looking at the property contrary to some of the
basic concepts regarding views into and through the property and along Bernal. There will be
a different way of placing golf course, probably all on one side of the freeway. She was
concerned that it might be possible to look at neo-traditional planning without spending $45,000.
She did not agree Council should look at an alternative that was not supported by the
community.

Mr. Pico felt that what Council would be looking at would be a Pleasanton plan and other
options. He supported this process. This is the last large block of land and the citizens should
have all the information possible on available options. This is a small sum to spend in relation
to the scope of the entire project and the millions of dollars at stake.

Mr. Tarver wanted a consultant who is willing to mix nco-traditional planning with a golf
course. He wanted all the information possible.

Ms. Dennis believed Mr. Catthorpe is a talented designer who would be able to adapt
concepts and may come up with something unique. She agreed it is important to see
alternatives.

Mr. Swift there would be no significant cost savings by removing a plan without a golf
course. Most of the money is for meetings with staff and to review the voluminous information.
He agreed the Catthorpe firm would review all the issues and take into consideration the
community desires for the property. There is no time to bring in another planner. San

02/06/96 15
