of money. He said it is frustrating when the people do not come to the General Plan review to <br />voice their opinions. Rather, they show up during the public heating process on a particular <br />project, or after the development is built, and voice their opinions. He believed in the General <br />Plan and what is said in regards to affordable housing. But this plan comes forward with no <br />affordable housing, because the neighborhoods did not want it. The density has been reduced <br />to such a point that it does not allow for affordable housing. He felt the project could be <br />developed in such a way it would not have any impacts on the neighborhoods, with dual access <br />off Busch Road, and the density could be increased to include affordable housing. He believed <br />the project needed to be finished and that the ad hoc committee worked hard on the plan, but <br />he did not feel good about the outcome. <br /> <br /> Ms. Ayala said the prior plan was exactly what the General Plan called for. It has <br />affordable housing, multiple access, traffic circulation, and the neo-traditional concept. She also <br />was sorry the affordable housing was not included, but the community did not support it. She <br />admitted that it was a mistake in letting the ad hoc committee have all the authority and not <br />requiring it to follow the General Plan. She was looking for support of the ad hoc committee's <br />plan. She would like to work on something rather than saying nothing would work. <br /> <br /> Mr. Pico said he was willing to work on the plan if the majority of the Council wanted <br />to proceed with the application. <br /> <br /> It was moved by Mr. Pico, and seconded by Mayor Tarvet, to deny the application. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Councilmember Pico and Mayor Tarver <br />NOES: Councilmember Ayala, Dennis, and Michelotti. <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Dennis said the challenge in approving in-fill projects is finding something agreeable <br />to all. She would like to see affordable housing in the project but felt the developer's money <br />should be spent on managing the traffic impacts from this project as well as those already <br />existing. <br /> <br /> Ms. Dennis was in favor of accepting the committee's recommendation for the land use <br />pattern on the Busch property, but she wanted the traffic calming committee to come up with <br />a traffic calming plan that specifically addressed the immediate impacts. We can always go back <br />to the committee's recommendation if nothing can be found. <br /> <br /> Ms. Michelotti clarified that Ms. Dennis would support approving the project, adopting <br />the Negative Declaration, but not accepting the committee's recommendation on the turn <br />restrictions. <br /> <br />Pleasanton City Council 12/02/97 <br />Minutes 19 <br /> <br /> <br />
