Mr. Swift said Ruby Hill is a gated community with its primary entrance off Vineyard. <br />A secondary entrance off Highway 84 will be built at a later date. There is also an Emergency <br />Vehicle Access road that leads into the subdivision. As each phase is constructed, there will be <br />two ways to enter and exit. <br /> <br /> Ms. Ayala commended the ad hoc committee's work, but in looking at the big picture <br />for the City of Pleasanton, she could not support a design that had only one entrance for the new <br />residents and that sent all the traffic to Busch and Valley Avenue. This would not be fair to the <br />School District. <br /> <br /> Ms. Dennis also appreciated the work the ad hoc committee did. When neighbors are <br />against neighbors, it is a difficult problem. She commented on her experience with the <br />referendum process. She understood the major concern with this project was the traffic, but she <br />could not find that the traffic issue violated the General Plan. The issue was to reconcile the <br />neighbors' differences and felt the ad hoc committee's plan did that. Her concerns were with <br />the way the turn restrictions were set up, particularly at Kamp and at Mohr. She could not <br />support the single entrance. It was not consistent with other neighborhoods. There is a high <br />level of satisfaction with life in the City and the traffic levels projected are what are already <br />being experienced in other parts of the City. <br /> <br /> Mayor Tarvet assumed the ad hoc committee would have considered all traffic leaving <br />Busch Road as an alternative. He did not understand the Kolln residents being so upset about <br />the potential of the traffic going through their neighborhood because a turn restriction could <br />prevent this. There was a possibility for a win/win situation. He understood the objection was <br />not to the project but to the neighborhoods' being impacted by the traffic. He understood there <br />were other neighborhoods with only one way access. <br /> <br /> Ms. Ayala identified the existing neighborhoods that had one-way in and one-way out <br />entrances. She could not support a one-way in entrance. If traffic is a problem then it should <br />be dispersed. <br /> <br /> Mayor Tarver said no one will be happy with more traffic anywhere. If traffic is <br />removed from one area by restrictions, then another area will be unhappy. <br /> <br /> Ms. Ayala said the General Plan is in place. We should plan what is left to be developed <br />the best way possible. She felt dispersing the traffic made sense. <br /> <br /> Ms. Michelotti spoke about the street configuration in the Birdland development and that <br />she thought similar street patterns with indirect access could have worked in this project. She <br />agreed that the more traffic is dispersed, the better it is. However, as she respects the work and <br />recommendations of the ad hoc committee, she will support its recommendations, except for the <br />turn restrictions which need more work.
