Ponderosa development. He felt it was not proper to route traffic through a residential
neighborhood to alleviate traffic on a major arterial. He had a modified Scheme 3 which would
put in two EVA' s at Kamp and Mohr and an intersection at the south corners of the park would
allow the traffic to flow to Busch. This modified plan would stop the direct traffic to all four
neighborhoods without the series of turn restrictions. I-Ie stated his personal preference was to
have fewer homes, a larger park on the eastern boundary and all traffic routed to Busch.

Eric Siegel, 2202 Kamp Court, supported the minority report. He agreed there is already
an existing problem on Kamp and Kolln. He asked Council to consider the original proposal
and not to consider the majority report.

Sherre Pipoly, 4207 Dundalk Court, said the quality of life has gone downhill since she
moved in thirteen years ago, but she understood that the vacant property would someday be
developed. She was willing to take the traffic; therefore others should also be willing.

Claudia Roberts, 3909 Blacow Court, supported the ad hoc committee' s recommendations
for the development of the Busch property in its entirety and asked the Council to vote in favor
of that proposal. She said there has been more than enough time for opinions to be heard.
Council needs to trust the process and support the ad hoc's committee proposal.

Dennis Lai, 1439 Mapleleaf Court, said all but the last two meetings were open to the
public.

There was a break at 11: 00 p.m.

The meeting reconvened at 11:05 p.m.

Nate Meeks, 6387 Paseo Santa Maria, said the Council has heard many variations on the
site plan that has been submitted over and over again. He gave a brief history of the Ponderosa
project. During the General Plan process, it became clear that there was an intent to try and
reduce the number of units. All the meetings have been open to the public for comment. In
April 1996, Ponderosa submitted its first proposal. In March 1997 Council directed Ponderosa
to meet with neighborhoods to find a workable plan. Ponderosa did this and this is the plan that
is before Council this evening. He believed that Council needed to maintain the integrity of the
process and support Option 1.

There being no further testimony the public hearing was closed.

Ms. Michelotti asked how many cul-de-sac neighborhoods there were in the city and
asked staff to address the Ruby Hill design.

Heasanton City Council 12/02/97
Minutes 16
