Greg Hildebrand, 1512 Maple Leaf Drive, suggested having turn restfictions on Kolln.
He felt this would force the traffic onto Valley and Busch.

Ms. Michelotti mentioned the safety issues of 300 homes on a cul-de-sac.

Mr. Hildebrand said there are already existing cul-de-sac developments that seem to
work.

Debra Barker, 5018 Blackbird Way, presented a plan for a win/win situation. She said
she had a taped message from Bob Maas supporting a sports park. She would like the project
amended in the following manners: 1) designate 15-20 acres in the most eastern portion for a
lighted sports field that shall be lighted and operational prior to occupancy of the first homes;
2) have the traffic access the project via Busch Road; 3) an EVA would be constructed to access
Kamp and Mohr; and 4) the project permanently terminate Mohr Avenue at the project site. She
felt this would address all the concerns. She felt the project was well designed by Ponderosa.
She asked the City Council to implement traffic calming immediately on Kolln and Kamp to
address the current cut-through problems and safety concerns. It might include closing Kolln
north of Morganfield Road. Also the City should work with Ballistic United Soccer Club to
develop a plan to improve and light those sports fields by September 1998. Also she requested
to move the developer up in the growth management process so that all the units could be built
at once.

Ms. Dennis asked what the gravel truck traffic count was?

Mr. Swift said approximately 500-1000 per day.

Ernie Bridges, 3764 Mohr Avenue, supported Ms. Barker's plan. He agreed with
diverting the traffic to Busch and placing atum restriction on Kolln. He said eventually Busch
will be extended to E1 Charro and this will take some of the traffic off Valley Avenue. The
infrastructure that exists now is inadequate, so it needed to be changed. He wanted to thank the
ad hoe committee and Carol Varela for standing up for the neighborhoods.

Yia-Tee Hsia, 1908 Palmer Drive, fully supported the minority report. He did not
support the turn restrictions. He would like them separated out in order to look at more traffic
calming devices.

John Carlson, 3780 Mohr Avenue, would like everyone to win. He said of the four
neighborhoods, two have existing problems, which are being addressed by the traffic calming
committee. These traffic problems are caused by the layout of the existing streets and the
subsequent traffic flow out of Mohr/Martin/Kamp South neighborhoods. The design of
neighborhoods that route traffic through other neighborhoods leads to traffic problems and
resentment between neighbors. The infrastructure of Pleasanton does not support easy traffic
flow. Santa Rita, Valley, and Stanley all have massive amounts of traffic which all circle the

Pleasanton City Council 12/02/97
Minutes 15
