Tom Kirtley, 1569 Orloff Drive, also a member of the ad hoc committee, supported the <br />recommendation. The Kolln neighborhood will be taking over 57% of the traffic. The <br />committee did not support the connection of Busch to E1 Charro. He said it was suggested that <br />a barrier be built at Kolln and Morganfield, but the traffic would cut through by making a right <br />turn onto Blacow and left turn onto Offoff and then a fight onto Kolln. Another dangerous <br />situation is created when children are trying to go to school. Right now there is not enough <br />room for a child to walk or ride a bike. <br /> <br /> Ms. Michelotti asked if the committee were in favor of the barriers on Kolln. <br /> <br /> Carole Varela, 3858 Mohr Avenue, spoke about the existing traffic, but did not believe <br />it all came from the Mohr/Martin area. There is already a traffic problem with children going <br />to Mohr Elementary. She said the neighborhoods do not want traffic from the development <br />using Mohr Avenue or Kamp Drive. She felt the decision made by the committee was not in <br />the best interest for the neighborhoods it was supposed to be representing. The majority report <br />is a traffic nightmare. So some residents joined together and formed its own committee and the <br />result was the minority report. She said the residents are not against the Ponderosa <br />development, only the use of the streets as an entrance/exit onto Mohr Avenue and Kamp Drive. <br />Valley Avenue and Busch are much better equipped streets to handle all the projected traffic. <br />The residents are asking the City Council to support the "No Mohr, No Kamp" minority report <br />recommendation. <br /> <br /> Harry Lutz, 4545 Entrada Court, said he had two concerns: 1) the original plan <br />approved had 360 homes, where the proposed plan now has 300. This will increase the cost of <br />the homes and make it difficult for families to afford; 2) the General Plan states that two lane <br />neighborhood roads have desirable traffic levels at 2000-3000 per day. He felt the General Plan <br />should be followed. Traffic concerns are a big concern and best solved by professional <br />engineers when given concrete criteria when applied to the entire City. <br /> <br /> John Mufish, 3801 Mohr Avenue, discussed how the turn restfictions on Mohr Avenue <br />would impact the quality of life. He would be directly impacted trying to transport his children <br />to and from school. He believed there to be a considerable amount of support for the "No <br />Mohr, No Kamp" minority report. <br /> <br /> Darren Horton, 3844 Mohr Avenue, strongly supported the minority report. He <br />understood the ad hoc committee was formed for the purpose of providing Ponderosa with the <br />thoughts and feelings of each of the possible affected neighborhoods. From the information, <br />Ponderosa was to model a plan and his opinion was the ad hoc committee failed. He felt the <br />quality of life had not been addressed yet. He supported no more traffic on Mohr and Kamp. <br />The best traffic calming device is not to add additional traffic. He had no objection to <br />Ponderosa building its homes, only the proposed turn restrictions.
