Kamp Drive south of Mohr residents have stated they do not want <br />any traffic calming devices implemented. <br /> <br /> Mayor Tarvet declared the public hearing open. <br /> <br /> Peter Cohen, 1602 Martin Avenue, representing the ad-hoc committee, thanked and <br />acknowledged everyone involved. He said the Committee understood its instructions from the <br />City Council was to come to a recommendation that addressed in some measure the major <br />concerns of all four neighborhoods. The committee did not feel Council would accept a <br />recommendation where only three out of the four neighborhoods agreed. During the five months <br />the committee identified issues, separated out the core issues, and then took the "must haves" <br />from "what would like to be seen." Ponderosa generated a proposed development map. After <br />some fine tuning, a final proposal was developed to go along with the recommendations. The <br />committee's recommendations is not perfect. In order to be perfect it would have to satisfy <br />everyone. The committee's goal, which he believed it achieved, was to address all identifiable <br />issues to reach a middle ground. No neighborhood will get an intolerable situation, the <br />emergency response times have been deemed acceptable and the project was approved by the <br />Planning Commission. The committee asks the residents who might be inconvenienced by the <br />turn restrictions to realize the traffic projections need to be addressed whether or not this project <br />is approved. It does not make sense to remove traffic from certain streets only for it to show <br />up on other streets. The main objective should be to divert the traffic to arterial roadways. <br />Now Council must decide whether the committee followed the right course and how and whether <br />to implement inconvenient and unpopular turn restrictions. In order to work, the committee's <br />recommendations need to be implemented as a complete package. He urged the Council to <br />explain its decision so people would not leave the meeting angry and for those that pursue a <br />referendum to remember that a referendum does not dictate what should be done, only dictates <br />that a particular project would not go forward. The committee's recommendation gives the <br />lowest density that anyone could expect on this many acres, has a street design with no cut- <br />through traffic, terminates Mohr Avenue, and protects against possible future E1 Charro traffic. <br />This project can only increase the neighboring property values. <br /> <br /> Nate Meeks, 6671 Owens Drive, said Ponderosa has been working on the project with <br />various site plans since April 1995. He believed Ponderosa has worked within the structure that <br />was created by the Council with the neighborhood committee to come up with a consensus plan <br />that fulfills the concerns of the four neighborhoods. He supports the plan as submitted by the <br />ad hoc committee. <br /> <br /> Laurie Klin, 1535 Kolln Street, said as part of the ad hoc committee, she worked hard <br />to develop something that would distribute the traffic fairly. Adding 3,000 more cars to Valley <br />Avenue would be asking for trouble.
