Ms. Dennis asked for the figures for a worst case scenario without any turn restrictions
and if the barriers were not on Kamp/Mohr.

Mr. Swift said the 1,030 trips that originate from this development to Busch Road would
find it easier to go northbound through the development. But some of the trips from Kamp
South/Mohr would go through the development to Valley rather than go Mohr/Santa Rim. The
percentage of the trips that want to go northbound is approximately 50 % and those that want to
go east or south are about 20%. If the streets were connected directly, then some of the traffic
that is currently from the Mohr/Martin area would choose to use the local streets to get to Busch
and Valley. If Kamp South Drive connected straight to Busch Road, then the traffic that is
currently in the Mohr/Martin area could use it as a cut-through.

Mr. Pico asked what the total number of Scheme 2 traffic trips was? Also will the Santa
Rita/Valley improvements be built regardless of whether this project is approved? Is the Council
able to change any of the traffic restrictions?

Mr. Swift said Scheme 2 creates ten trips per house (3000 trips total) and the
Valley/Santa Rita improvements will need to be built to maintain a satisfactory level of service.
There are funds available for this purpose through the North Pleasanton Improvement District.
The City could do the street conversions without approval of the project and the majority of the
Council can effectively change anything within the street right-of-way.

Mayor Tarver said that under the minority report, the traffic with the turn restrictions
projections might use Busch.

Mr. Swift said yes. It was estimated that a number of the trips would use Kolln as cut-
through.

Mr. Pico said then all the traffic could be diverted onto Valley and Busch Road. Turn
restrictions could be put on Mohr, and therefore less traffic than exists today might go through
the Kolln neighborhood.

Mr. Swift agreed.

Ms. Michelotti asked if traffic calming devices were being looked at to address teday's
problem as well?

Mr. Swift said it was being looked at and would probably be part of the ultimate
recommendation.

Ms. Michelotti asked how many stop signs are on Kamp Drive, north from Stoneridge
to Mohr?

Pleasanton City Council 12/02/97
Minutes 12
