Course Committee and staff to proceed with the planning of a municipal golf course until the <br />wider planning issues are resolved. Mainly, a definitive time frame for the by-pass road; <br />resolution of whether the GE property will be included or not; and completion of the specific <br />plan for Happy Valley. <br /> <br /> Bill Howell, 665 1 Alisal Street, thanked Council, staff and the Golf Course Committee. <br />He felt the majority of the residents supported the golf course. He reminded Council that the <br />temporary access road to the golf course needed to be constructed in case the by-pass road <br />cannot be ready in time. <br /> <br /> Nick Chapman, 255 Happy Valley Road, recommended the Golf Course Committee <br />continue as planned. He commended the work that had been put into creating the proposed plan. <br /> <br /> There was no further testimony. <br /> <br /> Ms. Dennis asked, if the recommendation is adopted, would the work of the design <br />continue? <br /> <br /> Roger Higdon said that is why it is called a concept. There is still a considerable amount <br />of work left to be done both in negotiations and design. This is only the beginning. The plan <br />is to stay within budget during the EIR and Specific Plan process at which time there will be a <br />better understanding as to where the finances stand. <br /> <br /> Ms. Dennis felt this project was an enhancement for the City and looked forward to <br />taking friends and relatives to it in the future. <br /> <br /> Ms. Michelotti thanked Karen Foss and the Committee for bringing forward a plan. She <br />thanked Mr. Tatum for his comments. She commended all who have been involved and was <br />very impressed with the project. She looked forward to the continuing process. <br /> <br /> Mayor Tarver supported the layout of the course. He hoped that as this moved forward <br />some options would become available with the GE land to move the five houses out of the view <br />corridor and to continue to work towards getting the by-pass road constructed. <br /> <br /> Ms. Ayala thanked all for the hard work and hoped Council would agree that the Happy <br />Valley Specific Plan is a high priority. <br /> <br /> It was moved by Ms. Ayala, and seconded by Ms. Miehelotti, to authorize the Golf <br />Course Committee and staff to proceed with the planning of a municipal golf course in the <br />Happy Valley Area based upon Concept 4-E and the clubhouse concept outlined in this staff <br />report; to establish Concept 1-D as the "fall-back" golf course alternative in the event that <br />Concept 4-E should prove infeasible; and to direct the Golf Course Committee and staff to <br />continue to work together to develop recommendations for narrowing the gap between the <br /> <br />Pleasanton City Council 8 11 / 18/97 <br />Minutes <br /> <br /> <br />
