pay for additional improvements. <br /> <br /> Mr. Iremonger said the original direction from Council was 24 homes, three additional <br />homes for property owners (if their homes had to be moved), and 10 more homes to help pay <br />the cost of the by-pass road. Four additional homes were allotted if there was any need for <br />additional capital for the project. The architects have been able to fit six additional homes on <br />the current conceptual plan. <br /> <br /> Ms. Michelotti said she understood the revenue would go towards the by-pass road, but <br />who would administer the sale of the homes. <br /> <br /> Ms. Acosta said discussions are going on as to how that would occur. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Tom Smith, 1070 Happy Valley Road, said that as a resident he would love the golf <br />course to be his neighbor. He commented that JMP has laid out an excellent design plan. He <br />would like to see the driving range larger. He felt more money could be generated from better <br />practice facilities rather than a large clubhouse. He had suggestions allowing large companies <br />or individuals to sponsor parts of the golf course. He hoped that the golf course would be built <br />soon. <br /> <br /> Don Temple, 6409 Alisal, felt the golf course is a win/win proposal. He had one <br />concern as to the timing of the by-pass road and where the view corridor is located. He felt the <br />way it is designed now does not do justice for the golf course. It shows Roger Manning's home <br />and the new homes to be developed. He supported the concept and asked if the design of the <br />view corridor could be looked at. <br /> <br /> Bob Watson, 1346 Ridgewood Road, spoke in favor of the golf course. <br /> <br /> Roger Manning, 1300 Happy Valley Road, thanked staff for the many hours spent on <br />bringing the various parties interested in this golf course to a consensus. He wanted to <br />especially thank the Golf Course Committee. He recommended that Council accept the staff <br />report and allow staff and the Golf Course Committee to continue further meeting to refine and <br />study the various financing options. <br /> <br /> Roger Smith, 6344 Alisal Street, felt the plan was not the best plan of those that were <br />presented to the committee. He felt there were three specific areas that needed to be addressed: <br />1) it is a crowded golf course, particularly around holes 3, 4, and 5; 2) it is an expensive golf <br />course, much more than originally budgeted; and 3) planning for the golf course cannot move <br />forward until wider planning issues are decided. He felt the by-pass road, even if temporary, <br />needed to be constructed before the golf course construction begins. Also if land from GE is <br />acquired it could change the layout of the course.
