Item 6e <br />Resolution approvin~ Principles Of Agreement for adoption Of the Tri-va!ley Tnmsportation <br />Development Fee. (SR97:337) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Ms. Michelotti commented on what had been discussed at the last TVTC meeting. She <br />said 20% of the fee calculated will be set aside so each jurisdiction would be able to choose its <br />own project on the list. For Pleasanton, it could be the 1-580 interchange or the BART station. <br />In addition, at the meeting some reservation was expressed about what would happen if not all <br />jurisdictions bought into the program and should the remaining members go forth without <br />Livermore. She asked for direction for the next TVTC meeting. She said Livermore would <br />rather spend its share of the fee toward Highway 84. TVTC' s concern regarding reimbursement <br />issues for interchange improvements that have already been made has been set forth at two <br />different meetings. There is some movement toward getting Dublin to agree. <br /> <br /> Mayor Tarvet felt the spirit has been lost that was there when this process started. He <br />said he wants the BART station. Livermore wants Highway 84. All jurisdictions want the 1- <br />580/680 fly-over. He said there arc insufficient resources to make a decision and everyone is <br />fighting to get on top. He said he would not vote on this resolution. <br /> <br /> Ms. Michelotti urged him to participate. <br /> <br /> Ms. Dennis said it is a very difficult situation. It is hard to work together when there <br />are insufficient resources. She believed the principle of the fee is very important and there is <br />a need to have it. <br /> <br /> Ms. Michelotti said there is agreement that the 1-580/680 interchange would be the first <br />priority project. Pleasanton has committed to pay its fair share and when this is implemented <br />the first funds collected would reimburse the jurisdictions that said they would participate. <br /> <br /> Ms. Dennis said having the structure will allow the City to save time and money. <br /> <br /> Ms. Ayala said the problem with the structure is that the money is not available for the <br />projects on the list. The only goal that is being accomplished is the 1-580/680 flyover. <br /> <br /> Ms. Dennis said there is not always the money but a list has been established for when <br />the money becomes available. It is a long and tiring process. <br /> <br /> Mayor Tarvet felt there needed to be discussions with Livermore in regards to Highway <br />84. <br /> <br /> Ms. Dennis agreed, but felt approving this resolution tonight would not preclude the City <br /> <br />Pleasanton City Council 13 11/18/97 <br />Minutes <br /> <br /> <br />
