Ms. Michelotfi said there has been $160 million spent on freeway interchanges on 1-580 for which the City is not getting any credit. This Council still maintains that it wants the development community to participate in the process. Ms. Ayala said since Livermore has stated it would not participate, will it put any money into the 1-580/680 flyover. Ms. Michelotti believed they had pledged the money already and did not ask for it back. Mr. Lum said Livermore did make a commitment to participate in the 1-580/680 flyover. Mayor Tarver said there are 13,000 units in the Dougherty Valley that are going to get out of this fee if the fee is not agreed upon by all jurisdictions. Ms. Michelotti said there is a movement from the other jurisdictions (other than Livermore) that might want to move forward with the fee. Livermore will enact a fee on its own. Mayor Tarver felt if Livermore does not want to work cooperatively then the problem could not be solved regionally. Ms. Ayala asked what the advantage was in approving this fee. Ms. Michelotti said Pleasanton needs to do what it needs to do. If Pleasanton believed that a regional fee needs to be set, then it needs to move forward with this. Mayor Tarver was not convinced Pleasanton should move forward without Livermore. Ms. Ayala asked for staff to address the letter from the Homebuilders Association. Mr. van Gelder said the Homebuilders Association concerns have been addressed in the staff report. Ms. Dennis would like further discussions with Livermore. Ms. Michelotti said she had expressed to the TVTC and Councilmembers from Livermore that Pleasanton's Council was in full support of Highway 84. It has a major impact on all traffic that goes through Pleasanton and 1-580/680.
