staged way. The first-come, first-served portion has been established in the ordinance and this <br />will become effective, when the ordinance becomes effective in January. Projects that are ready <br />to apply for allocations will begin to do so. The major project allocation still has to be adjusted <br />to reflect any projects that have current allocations that may seek to roll over more units. <br />Council will look at these requests and put them in the appropriate year. Then the major project <br />allocation schedule will have been established and Council can look at individual projects coming <br />forward. <br /> <br /> Ms. Michelotti asked, when the program is first implemented, would there be discussion <br />in regards to projects and agreements that are already in place. She asked what will happen to <br />the allocations not used up by the end of the year. <br /> <br /> Mr. Swift said discussions will be held with developers holding allocations. <br /> <br /> Ms. Ayala wanted to make sure the School District property is included in the new <br />growth management schedule. <br /> <br /> Mayor Tarver made it clear that anyone with prior approval would not be affected. <br /> <br /> Ms. Dennis asked if it was reflected in the ordinance that if the community did not agree <br />with amendments, would the amendments be subject to referendum? <br /> <br /> Mr. Roush said the growth management ordinance is considered a legislative act which <br />allows the community to circulate petitions for a referendum on Council action. <br /> <br /> It was moved by Mayor Tarvet, and seconded by Ms. Michelotti, to introduce <br />Ordinance 1729, establishing a revised Growth Management Program, with the revised <br />changes suggested by staff to Section 17.36.080 so that prior to the beginning of any <br />calendar year, first priority is given to projects under construction; to allow affordable <br />housing units to begin in the year 2000 borrowing from future years; and to add a new <br />subsection 17.13.090(D) regarding Council discretion in regards to the San Francisco <br />property; and to commend the Committee for its efforts. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, and Mayor Tarvet. <br />NOES: None <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br />Item 6d <br />Review of Affordable HOuSing Program for the Ray Street Village Residential Project. <br />(SR7:332) <br /> <br />Pleasanton City Council 11 11/18/97 <br />Minutes <br /> <br /> <br />
