plan area. In order for those units to be utilized, a PUD and tentative map approval must be <br />received before applying for growth management approval. The School District property has <br />an agreement with the City for the reservation for the 40 acre parcel. In ratcheting down the <br />annual limitation, the numbers that are in the proposed growth management ordinance includes <br />room for these reservations. Council is aware of the North Sycamore Specific Plan reservation. <br /> <br /> Frederick Bates, 9781 Blue Larkspur Lane, Monterey, 93940, said New Cities <br />Development Group is in the process of submitting an application for the development of the <br />Humphreys and Dunkley property and expects to be before Council sometime early next year. <br />His request is to have the allocations that were set aside for 1998 and 1999 for the Sycamore <br />Specific Plan area remain in place. <br /> <br /> There being no further testimony, the public hearing was closed. <br /> <br /> Mayor Tarver said he appreciated the work of staff and committee members and felt <br />successful with the program. He commented on the growth of the community over the next ten <br />years. This ordinance tells the community the number of units that will be built over the next <br />decade. He felt the ordinance was flexible, equitable and fair. <br /> <br /> Ms. Michelotti agreed with Mayor Tarver. She wanted to thank the committee, as well <br />as the public who attended the meetings and gave input. She felt this was a response to the <br />community's requests. It is asking the development community to stand by what it says it is <br />going to build or give up the units each September. She hoped the community was satisfied with <br />the direction Council was taking. <br /> <br /> Ms. Ayala asked for clarification on the waiting period for growth management. <br /> <br /> Mr. Swift said currently most developers had to wait approximately one year after they <br />receive PUD approval. Staff believes this will be a better program for small builders. The <br />developers will always be able to get an update as to how many units are available and who is <br />in the pipeline for submitting plans. After developers receive final map approval they are almost <br />assured to get allocations in January. <br /> <br /> Ms. Ayala said the fear of the major projects taking all the allocations from the first- <br />come, first-served is not justified. <br /> <br /> Mr. Swift said it is determined by Council how those units in those two categories would <br />be allocated. When the project goes to Council for approval, the small developers would have <br />the opportunity to remind Council about the allocations promised to them. <br /> <br /> Ms. Michelotti asked how this ordinance would be implemented in 1998. <br /> <br /> Mr. Swift said the ordinance has all the information for the allocations to occur in a <br /> <br />Pleasanton City Council 10 11/18/97 <br />Minutes <br /> <br /> <br />
