Mr. Swift said that is correct.

Mayor Tarver asked how would the language for the economic study be memorialized?

Mr. Swift said a standard form for economic studies could be drafted which would
include broader language.

Ms. Ayaa felt comfortable with the existing General Plan and the information coming
forward did not necessitate an amendment to the General Plan.

Mr. Pico commented that several items had been omitted from the General Plan in the
final process. There will be ample opportunity, if this motion passes, for further public
comment.

Mayor Tarver appreciated what was being said. He understood staff to say that it did
not need to put the policy in the General Plan. However, he felt it should be in the General
Plan so that all who read the General Plan will know what is expected.

Ms. Michelotti said the cost of studying each individual household was never discussed.
The language that was adopted clearly doesn't reflect going over and above what was adopted.

Ms. Dennis felt the language did not call for a full cost/benefit analysis to be done for
every project.

Mr. Swift said the staff report described a limited analysis. If Council chooses a General
Plan amendment, that language could be brought back to clarify what Council would like.

Mayor Tarver said he would like the committee members who participated in the General
Plan noticed.

It was moved by Ms. Dennis, and seconded by Mr. Pico, to change the General Plan
by adopting broader language to Program 6.1., with staff to bring back the language at a
later date.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Pico and Mayor Tarver.
NOES: Councilmembers - Ayala and Michelotti
ABSENT: None
ABSTAIN: None

Pleasanton City Council 10/21/97
Minutes 6
