-- Sue Ann Adams, PO Box 5134, spoke on behalf of the Pleasanton Mobilehome Park on
Stanley Boulevard. She said the current conditions at the mobile home park are satisfactory.
She described the assistance Mr. Wagner has been offering. She was concerned about the
tenants that might be forced to leave. She requested the City to leave the park alone.

Christopher Schlies, 699 Peters Avenue, Suite B, thanked Council for the extension in
regards to the PUD application for the Pleasanton Mobilehome Park. After a long debate, the
conclusion was not to apply for a PUD modification. The consensus was that the park was not
in any violation. He said he would be glad to meet with the City to discuss how those
conclusions were reached.

Judith Fox, 3645 Virgin Island Court, asked if the arroyo along the south side of Valley
Trails, between her house and the tennis park, could be cleaned out. She also wanted Council
to look at the total picture in regards to buildout when considering the Stoneridge/Wells Fargo
development agreement amendments.

Mayor Tarver said staff is working on the potential effects of E1 Nino. He welcomed
anyone's help and comments in preparation for E1 Nino.

Jerry Wagner, 4043 Nevis Street, said he agreed with his attorneys and therefore he
would not be applying for a PUD. He presented Council with a letter from a tenant stating
conditions were fine at the park.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Review of the existing General Plan policy concerning the scope of work for f'tscal/economic
studies. (SR97:229)

Brian Swift presented the staff report.

Ms. Dennis recommended Option No. 3, a change to the General Plan by adopting
broader language to Program 6.1. She appreciated staff already working on this but it would
be clearer for the future if this option were chosen.

Ms. Michelotti did not support Option 3. She said the Economic and Fiscal Committee's
choice was Option No. 2. In the past it has been shown that residential development is costly
to the City and over the long term it does not pay for itself.

Mayor Tarver asked if Option No. 1 and Option No. 3 were the same, the only
difference being Option No. 1 did not require a General Plan change.

Pleasanton City Council 10/21/97
Minutes 5
