It was moved by Mr. Pico, and seconded by Ms. Ayala, not to make this item a high <br />priority for staff until the next priority evaluation. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarvet. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Acosta asked if Council wanted to narrow the scope, but make sure the Genera] Plan <br />language is clear. <br /> <br /> Mayor Tarver said the motion was for Option 3, which would require large developments <br />to prepare a fiscal and economical analysis which measures direct and indirect cost to the city <br />and analyzes potential short and long term indirect economic impacts on the City's residents and <br />property owners. <br /> <br /> Ms. Acosta said this suggests the City would be getting into a market analysis debate. <br />If Council wants to make sure the General Plan is clear, and as outlined in the staff report, <br />General Plan language can be created to do this. The staff report states if Council likes what <br />staff is doing, then do nothing to the General Plan; if you don't like what is being done, then <br />change the General Plan by adopting broader language as stated in Option 3. She understood <br />the Mayor to want it very clear in the General Plan as to what a fiscal study is. The staff report <br />language states a fiscal study is not a market study of property values. If Council wants to <br />broaden the language to pick up the market analysis of property values, then Option 3 states this. <br /> <br /> Ms. Dennis understood that an economic and fiscal analysis is already being done. <br /> <br /> Ms. Acosta asked if she wanted the studies to include the impact on values of property. <br /> <br /> Ms. Ayala said she did not want a study to include the impact on the value of properties. <br /> <br /> Mayor Tarver asked if the words in the language of Option 3 would yield a different <br />result than what is being done to date. <br /> <br /> Mr. Swift said the City staff has broadened the analysis of residential projects beyond <br />the pure fiscal study to include an analysis of the economic impacts on the immediate <br />surrounding properties. <br /> <br /> Ms. Acosta said the fiscal analysis studies are done for buildout. <br /> <br /> Ms. Michelotti asked if the report included the market analysis or impact on present <br />values or long term impacts on home values. <br /> <br />Pleasanton City Council 10/21/97 <br />Minutes 7 <br /> <br /> <br />
