Mr. Bocian said it is completed in the sense that the report has been submitted, but there
is more work to be done.

Ms. Summers asked who wanted this study done. She did not believe that all the studies
the City did were necessary. She asked how much money had been spent so far and how much
had been set aside for the completion of the report. She supported the memo by Linda Wood
and asked Council to leave the library within the Alameda County Library system. She also
mentioned she would like something done about the vandalism in the study rooms.

Mr. Bocian said staff recommended the study be done as part of the operating budget and
was called for in part based on a study that was done in 1996 that raised a number of issues
about library services. Staff felt there were alternatives that could be feasible. The cost of the
study was $37,000, which has been paid. Even if the library is independent, residents would
still be able to use other libraries. He described methods taken to prevent vandalism in the study
rooms.

Ms. Acosta said during the recession a number of hours were lost at the library.
Therefore, the City was concerned about how much revenue was coming out of the community
and going to the Alameda County library system that was not being returned to the residents.
The City has worked with the County over the last three years to set up a better equation.

Ms. Dennis asked if the City's potential growth limits would have any affect on the
system.

Ms. Ayala asked if alternatives could be looked at for the square footage, other than a
modular unit.

Ms. Acosta said that would only be if the library became an independent library.

Mr. Bocian said the consultant was asked to look a place to process the books. Other
alternatives were also looked at.

Mr. Pico said Council wanted staff to look at improving the level of service from the
library. One of the options is to become a regional library system. He felt this was already
happening. He would like an analysis of what it would cost to return to the level of service
before all the cuts. He wanted to know why the option of working with Dublin had not been
looked at more closely.

Ms. Acosta said Dublin was looked at, but it was determined it would be a huge expense
for either Pleasanton or Dublin. It certainly could be looked at again in the future.

Mayor Tarver said the library is closed too much. He felt if the City was fuming the
-- library two-thirds, it should have some say as to what the library does.

Pleasanton City Council 10/07/97
Minutes 6
