Mayor Tarver would like the minimum infrastructure done. There is a wide range for <br />the cost of infrastructure and what engineering standards require. He wanted staff to look at the <br />minimum requirements to make the development safe with a reasonable number of houses. <br /> <br /> ]Ms. Dennis moved that a study be done for 150 units and 200 units and look at ways <br />to minimize the infrastructure costs at 150 units. <br /> <br /> Ms. Ayala understood a specific plan was not being developed at this time. <br /> <br /> Mr. Rasmussen said the idea was to develop alternatives for Council to look and then <br />develop a preferred plan from that, from which a specific plan could be developed. From the <br />other alternatives, the Council could choose what would go into the EIR. <br /> <br /> Ms. Ayala asked if three land use plans was too much to ask for. <br /> <br /> Mr. Rasmussen said no. There will be four or five alternatives. There will be the no <br />project for CEQA. A land use plan with infrastructure concepts would be developed to bring <br />back to Council. Perhaps the alternatives that Council did not select could go into the EIR. <br /> <br /> Mayor Tarver said he had only heard four alternatives. Councilmember's Pieo's 25% <br />alternative would be taken care of within the 150-200 units scenarios. <br /> <br /> Ms. Ayala said she would like staff to come back with a plan for zero subsidy, with 150 <br />as the starting range. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Ayala, to do two plans with the <br />150 units scenario: one with the units spread throughout and one with a density transfer <br />arrangement that minimiT~es the infrastructure costs; one plan that looks at the relocation <br />of the road; one plan with 200 units as the top end; and one plan to include the 25% and <br />zero subsidy. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Pico and Mayor Tarver. <br />NOES: None <br />ABSENT: Councilmember Ms. Michelotti <br />ABSTAIN: None <br /> <br />Item 6f <br />Review of General Plan Policy Concerning Scope of Work for Fiscal/Economic Studies. <br />(SR97:229) <br />This item was continued to October 21, 1997. <br /> <br />Pleasanton City Council 10/07/97 <br />Minutes 18 <br /> <br /> <br />
