Ms. Dennis was concerned about the public's reaction if there were more than 150 units. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Ayala, to do two plans with the <br /> 150 units scenario: one with the units spread throughout and one with a density transfer <br /> arrangement that minimizes the infrastructure costs and looks at the relocation of the road <br /> and then one with 200 units as the top end. <br /> <br /> Mr. Rasmussen said he had heard two more suggestions. One by Ms. Ayala for the zero <br /> subsidy alternative and one from Mr. Pico for the 25 % subsidy. <br /> <br /> Ms. Dennis asked if zero subsidy could be done at 200 units. <br /> <br /> Mayor Tarver said no. All the infrastructure was taken out to get to zero subsidy. <br /> <br /> Ms. Ayala made a motion to amend the motion to include the 25% subsidy and a <br /> zero subsidy. She wanted to be able to give options to the public. <br /> <br /> Mayor Tarver felt a zero subsidy would not work. <br /> <br /> Ms. Dennis asked the consultants if a number of units had been generated for the zero <br /> <br />__ subsidy. <br /> <br /> Ms. Belzer said 250 units was the number at the high end. <br /> <br /> Mr. Pico felt the City would have to help subsidize infrastructure if it wanted 150-200 <br /> units. He felt the citizens would be willing to pay that price to created the gateway amenity. <br /> <br /> Mayor Tarver said subsidy and residual land value go together. He did not like the idea <br /> of the City subsidizing infrastructure and the property owners still getting top residual land <br /> value. <br /> <br /> Ms. Ayala suggested starting at 150 units and then work out a range of subsidies. She <br /> asked if plans could be done starting with 150 units and work up to a number with zero subsidy <br /> with different plans in between. She wanted something to show the public. She agreed with <br /> Mayor Tarver's concerns about the City putting in the infrastructure and the property owners <br /> reaping the benefits. <br /> <br /> Mr. Rasmussen said yes. <br /> <br /> Ms. Aeosta understood what Council was asking for, but was concerned about trying to <br /> develop six specific plans to get there.
