Item 6g
Update of 1997/98 City Council pro_iect priorities. (SR97:303)

Mayor Tarver asked if the report could be brought back quarterly or semi-annually.
Ms. Acosta said that is the recommendation.

Mr. Bocian then presented the staff report.

Ms. Dennis said there are a number of issues coming before Council that indicate the
need for a local transportation improvement fee to be developed if there is not to be a regional
transportation fee.

Ms. Ayala asked when the regional fee would be back before Council.

Ms. Acosta said the local transportation fee was close to being brought back before
Council.

Mr. Lum said TVTC needed to meet one more time on the issue and then it would be
referred back to the agencies. It should be before Council in a few weeks.

Ms. Ayala asked if the fee could be on the agenda for the next Council meeting.

Ms. Acosta said the next meeting was too soon.

Ms. Dennis felt the regional and local fee needed to be brought together.

Mr. Lum said that was staffs intent.

Mayor Tarver said anything to do with fees should be the highest priority, because when
a development is approved that does not include the transportation fee, the City loses that fee
and must make up the costs in other ways.

Mr. Pico understood new developments were being conditioned to pay the local
transportation and facility fees.

It was moved by Ms. Ayala, and seconded by Ms. Dennis, to priioritize the Regional
Transportation Improvements and the Altamont Commuter Express Rail Project as highest
priorities with the Local Transportation Improvement Fee as high.

Mayor Tarver reiterated the fees are important and should be the highest priority.

Ms. Dennis understood the local transportation improvement fee would be done soon.

Pleasanton City Council 10/07/97
Minutes 19
