Item 6g(4f)_
Sco_ne of Work for the Downtown Parks and Trails M_a_~er Plan and Process for Selection
of Pro_iect Task Force (SR97:286)

Mayor Tarvet said he would like the selection process for the Task Force to be the
Mayor and Council doing interviews; then the Mayor would make recommendations that would
go to Council for approval. He requested there be five citizens at large instead of three; add
a City Council representative; with the City Council, Park and Recreation Commission, and
Planning Commission representatives to be non-voting members.

Ms. Michelotti asked if there would be a need to have a Councilmember if the Task
Force would be making recommendations to the Council?

Mayor Tarver felt there should be a Councilmember present.

Ms. Ayala volunteered to serve.

Mr. Pico had a concern with spending $148,000 on a study to tell Council how to spend
what would be left of $214,000.

Ms. Bengtson explained there were four projects already proposed. It was decided to
look at the area comprehensively to determine how all four projects could be tied together, as
well as other amenities that would enhance the downtown area. Therefore a task force is needed
to come up with some guidelines and proposals. Staff will come back to Council with funding
proposals.

Ms. Michelotti would like the bridge at the Arroyo incorporated into the study.

It was moved by Mayor Tarver, seconded by Mr. Pico, to approve the Scope of
Work for the Master Plan for the Downtown Parks and Trails System and to allocate
$148,000 for the Master Plan; to create a task force including five members at large; add
a City Council representative; with the City Council, Park and Recreation Commission, and
Planning Commition representatives to be non-voting members.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Michelotti, Pico and Mayor Tarver.
NOES: None
ABSENT: Councilmember Dennis
ABSTAIN: None

7, MATTERS INITIATED BY COUNCIL

Ms. Michelotti asked what the proposed development was at the intersection of Bernal
Avenue and 1-680.

Pleasanton City Council 09/16/97
Minutes 18
