Mayor Tarver did not agree with adding more units to 1999. He felt the space should be saved in case it was needed. Ms. Michelotti disagreed. Mr. Pico felt there would be a deadlock on this issue and suggested putting it on the agenda for October 7, 1997. Mayor Tarver agreed to moving the Hacienda residential projects units into 1997. Ms. Ayala asked if it would cause problems to delay this item. Mr. Swift said if the action is delayed, then Signature might not pull building permits. Mr. Tarvet suggested allocating Presley's 50 units in 1998 and allocating Castlewood Heights 29 units in 1998. This would solve the problem for 1999. It was moved by Mayor Tarver, seconded by Ms. Ayala, to adopt Resolution No. 97-118, approving the revised Growth Management rea!location schedule to allocate 29 units in 1997 to Signature's Hacienda residential project, to allocate 20 more units to Presley in 1998 and allocate 10 more units to Castlewood Heights in 1998 for a total of 737 units in 1998; and authorize the City Manager to sign amendments to the respective existing Growth Management agreements. The roll call vote was as follows: AYES: Councilmembers - Ayala, Michelotti, and Mayor Tarver. NOES: Councilmember Pico ABSENT: Councilmember Dennis ABSTAIN: None Mayor Tarvet said Castlewood Heights needed to get something done soon. Mr. Swift said the project has changed hands and the current owner is prepared to move forward. Ms. Michelotti said the apartment project may have wanted to move some units forward to 1998, but now that option has been taken away.
