Mr. Swift said the Homeowners Association had expressed concern over the landscaping <br />along the rear of the property. The only way staff would be able to insure the landscaping was <br />installed was to link it to occupancy of the residence. To try and link it to a building permit is <br />not practical, because the house could be occupied with no building permit pulled for a long <br />time. Mr. Swift said he understood Mr. Currin's position in regards to future buyers. <br /> <br /> Ms. Ayala asked if the new homeowner wanted to join the Homeowners Association, <br />wanted to create a new landscape plan, and wanted access off Golden Eagle. Would this be <br />possible? <br /> <br /> Mr. Swift said yes. <br /> <br /> Mr. Currin felt it would be very difficult for someone to live in this home with the <br />garage located where it is. The new homeowner would want a larger garage. The landscaping <br />could be implemented when the new garage was built. <br /> <br /> Ms. Ayala said the Homeowners Association was justified in wanting the landscaping <br />done at the rear of the property. <br /> <br /> Mr. Curfin said there has been existing landscaping there for a long time. He did not <br />disagree with putting in new landscaping for the rear of the property, but he would like the new <br />homeowner to have a choice as to what it was. <br /> <br /> Ms. Michelotti asked what the time frame would be for the landscaping at the rear of the <br />property? <br /> <br /> Mr. Swift said a six month time frame was included. <br /> <br /> Mayor Tarver indicated he received a letter from Katherine Pittenger, 1912 Toyon Court, <br />commending staffs efforts. <br /> <br /> Bruce Springer, 2047 Valley Oak Road, President of the Golden Eagle Estates <br />Homeowners Association, also commended staff's work. He supported staff's recommendation <br />as far as the property was concerned. In regards to the access, he agreed with Mr. Curfin, <br />however since it would no longer be a commercial use, access through Golden Eagle would be <br />acceptable. The Association, on the other hand, wanted to have more control of the landscape <br />and the upkeep of the property.
