live and work here off the freeways. The Chamber advertises Pleasanton as the right address
for success. To sustain this right address is to offer quality residential housing.

Raymond Hild, 5166 Genovesio Drive, supported the project. He said this is an
opportunity to obtain much needed park area. He strongly urged Council to vote yes.

There being no further testimony, the public hearing was closed.

Mr. Swift said this project has considerably fewer units than what is shown in the
General Plan.

Ms. Ayala asked staff to clarify the median income for affordable housing.

Mr. Bocian said the income is based on family size. It ranges from $33,600 for a one
person household to $57,750 for a six person household. Rents for the units range from
$962/per month for a one bedroom to $1400/per month for a three bedroom.

Ms. Dennis asked the developer's representative if he would consider a different name
for the project because there were too many projects that have Hacienda in their names. She
would like to add a condition to relocate the burrowing owls and to have the developer
participate in a dust monitoring program.

Mr. Taggarsi agreed to the name change.

Mr. Swift said the relocation and the dust monitoring were already included in the
proposed conditions.

Mayor Tarver asked if staff included in the conditions the City's preferences for
affordable housing.

Mr. Swift said the condition states the preferences will be worked out with the Housing
Coordinator.

Ms. Michelotti asked if Security Capital would be managing the units after they were
built.

Mr. Taggarsi said yes.

Mr. Pico said this is a park the neighborhood could accept. The neighbors were living
in a development he had voted against. However, the General Plan allows this density and he
would support the project with the following conditions: Hacienda to pay for the foot bridge
between the two parks; the affordable housing be recorded in perpetuity; and the three acre park
and bridge be constructed prior to occupancy.

Pleasanton City Council 9/2/97
Minutes 9
