Angelina Summers, 4750 Sutter Gate Avenue, felt the citizens of Pleasanton were selling
themselves short. She asked if anything had been done about the burrowing owls. With the
addition of 135 low income housing units, how many years quota does this cover. She did not
agree with providing the low income housing units indefinitely. She felt apartment dwellers
would become possessive of the park area near the apartments. She did not support housing in
the Business Park. She urged Council not to buy the 6.6 acre unimproved land across the
Tassajara Creek. She believed the land to be unbuildable. She preferred Signature Properties
to continue to build single family homes. She said originally in 1991 the land was approved for
878 units. Presently, Prudential is asking to develop 480 units. Signature Properties at build
out will be 483 units. The total will be more than what was originally approved.

Mayor Tarver commented Pleasanton may never reach its low income housing goal.

Ms. Michelotti pointed out that when the first apartment projects in North Pleasanton
were approved, 15 % of them were at affordable rents for 10 years. These affordable units are
due to elapse and Pleasanton needs more affordable housing.

James Paxson, 3825 Hopyard Road, #119, General Manager for the Hacienda Business
Park Owners Association, supported the project. This project will have many amenities for the
surrounding residences/business. He said he receives approximately five calls a week from
companies and other users of the business park in regards to housing. With this project the
work/live ratio will improve. He said the Business Park Owners Association would agree to
incorporate the maintenance of the park facilities in its agreement with the City that extends till
the year 2039.

E. J. Saucier, 5216 Genovesio Road, requested Council to approve the project. This
project would complete the neighborhood park obligations. The plan is well thought out and is
architecturally pleasing. Security Capital has worked hard to make this a win/win situation.
The neighborhood parks proposed are excellent. The previously approved plan would not work
in the development today. He urged Council to vote yes on this project.

Judy Fox, 3645 Virgin Island Court, supported the proposed parks. She asked Council
to keep in mind the buildout for the year 2010 in regards to transportation. If projects keep
getting approved, the cumulative effect over the .years will cause transportation problems.

Jim Pease, 4863 Canary Drive, Vice President of Economic Development with the
Pleasanton Chamber of Commerce, said the Chamber supported a range of residential
development, including affordable housing, in order to provide housing for the anticipated labor
force in Pleasanton. The Chamber supported the project for the following reasons: employers
located in Pleasanton are creating excellent opportunities for the region's labor force, and those
employees need a place to reside. The current regional traffic issues are only going to get
worse, and this project would help relieve some of the traffic problems by keeping those who

Pleasanton City Council 9/2/97
Minutes 8
