Ms. Ayala asked if the construction of the bridge involved Zone 7. <br /> <br /> Mr. Swift said there would need to be approval from Zone 7 but if the bridge is <br />completely above the 100 year flood plain, there is no problem. <br /> <br /> Ms. Dennis asked if the condition tying occupancy to the three acre park was a feasible <br />request. <br /> <br /> Ms. Bengtson said the park could not be constructed until the infrastructure around the <br />area is completed. <br /> <br /> Ms. Michelotti felt conditioning the park to be done prior to occupancy might cause <br />problems. <br /> <br /> Ms. Ayala asked the developer to address this issue. <br /> <br /> Mr. Sweeney said he understood what Councilmember Pico was trying to do. The <br />problem with conditioning occupancy is that the project could be well under construction before <br />the City has completed its work. He suggested rephrasing the condition to say Security Capital <br />will build the park when the City tells it to. <br /> <br /> Ms. Michelotti asked what the time line was for the 6.6 acre park. <br /> <br /> Ms. Bengtson said the plans for the 6.6. acre park could be started as soon as the City <br />agreed to purchase the land. The process generally takes one year from the time planning starts <br />the park construction. <br /> <br /> Ms. Michelotti appreciated Councilmember Pieo's support and agreed with his conditions <br />other than tying occupancy to the park's completion. She has been trying to obtain a <br />neighborhood park for North Pleasanton for a number of years. She supported the project and <br />the waiving of the fees. She was pleased about the park. She urged the public to go out and <br />look at the 6.6 acres. This will be a great asset for the community and City. She thanked <br />Prudential for offering to construct the bridge at no cost to the City. There are more people <br />who want to work here, but there are no affordable places to rent or buy. She thanked Security <br />Capital for making the affordable units permanent. <br /> <br /> Ms. Dennis said she appreciated the developer working with the neighborhoods and for <br />doing what she asked. She supported this type of housing and the park. <br /> <br /> Ms. Ayala supported the project. <br /> <br /> Mayor Tarver supported the PUD approval. It was hard work to get community support. <br />He felt this was a better project.
