It was moved by Ms. Michelotti, and seconded by Ms. Dennis, that Ordinance No. <br />1721 be introduced, to be read by title only and waiving further reading thereof, approving <br />the application of Security Capital Pacific Trust/Prudential Insurance Company of America <br />for PUD plan approval for a 540-unit apartment complex as f'ded under Case PUD-81-30- <br />71D subject to conditions listed in Exhibit B with the following modifications, the affordable <br />housing to be provided in perpetuity; the foot bridge between the parks to be constructed <br />at no cost to the City; and that the foot bridge and the three acre park to be constructed <br />when the City so directs. <br />The rQll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarvet. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Ms. Michelotti, and seconded by Ms. Dennis, to adopt Resolution <br />No. 97-104, approving the transfer of growth management from the previously approved <br />project to this one and allocating for an additional 78 units in 1999, with the ability to move <br />forward if space becomes available and subject to any revisions that the growth <br />management program that may be adopted by Council. <br /> <br /> Ms. Dennis said if there is space available she would like to see the 78 units moved up. <br /> <br /> Mayor Tarver said he would like to see this project treated like every other project but <br />the units built in the year 1998/1999. He felt the community needed to know when the units <br />would actually be built. He felt building permits would not be pulled in 1997. He did not want <br />to allocate units at this time, but instead, to refer it to the ad-hoc Growth Management <br />Committee to make a recommendation. He did not want to transfer growth management from <br />a previously approved project. <br /> <br /> Ms. Michelotti asked if he agreed there is a need now for the affordable housing units. <br /> Mayor Tarver agreed. <br /> <br /> Ms. Ayaia asked if he agreed these units are part of the backlog. <br /> <br /> Mayor Tarvet agreed there was a project on the books that had 480 units that was not <br />built that was tied up in growth management. Now there is a project on the verge of being built <br />that replaces the previous project. It is basically the same project, but let the Growth <br />Management Committee make a recommendation. <br /> <br /> Mr. Pico said he would be willing to accept the Mayor's suggestion.
