Mr. Lum explained that Kaiser was concerned that children have already gotten under
the existing fence and it wanted an additional buffer zone.

Ms. Michelotti asked how high the proposed fence would be and if there were an
easement for the proposed trail.

Mr. Lum said the fence would be six feet and the use of the property is under
negotiation.

Kim Avon, 1992 Martin Avenue, spoke in support of widening Cameron with a bike
lane. She described the people she has seen use the area and school is not even open yet. She
felt there were far more people who wanted the path than the few residents who were opposed.
If this alternate access to the school is not approved, she believed Council will be receiving
many complaints about traffic problems in front of the school on Stoneridge.

Ms. Michelotti believed the path should be closer to the posts.

Ms. Avon was only concemed that the children be visible.

Carol Golden, 3693 Mohr Avenue, agreed with the prior speakers and indicated it was
extremely important that the kids get to school safely. She tried to get this constructed a year
ago and was sorry it has taken so long.

Ms. Michelotti indicated a letter had been submitted by Terrilynn Johnson, 3611
Cameron Avenue, who was opposed to the bike path because she felt a back entrance to the
school was inadvisable; liability problems because of the public park; most people drive their
children and not many would use the path; the path is only the beginning of changes some
people would like in her neighborhood and she wants to preserve it as it is; and there should be
a traffic study before any changes are made. Ms. Johnson urged Council to either delete the
Martin path project or postpone a decision until traffic patterns can be evaluated.

There was no further public input.

It was moved by Mayor Tarver, seconded by Ms. Ayala, to (1) approve plans and
specifications for Project No. 978064, the Cameron and Martin Avenue sidewalk; review
the bids and award the contract to Gradetech, Inc., for a low bid of $51,250; authorize an
indemnity agreement with Kaiser Sand and Gravel; authorize the City Manager to sign the
above contract and agreement; appropriate an additional $20,000 from the General Fund
revenues; and direct the City Manager to work with Kaiser to reduce the cost of the new
fence.

Pleasanton City Council 08/26/97
Minutes 6
