6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Application of Tri City Cab Company to conduct business in Pleasanton. (SR97:315)

Ms. Acosta presented the staff report.

Mayor Tarvet opened the public heating.

Harry Mann, 7388 Las Palmas Way, Dublin, asked what the complaints were against his
application.

Chris Thomas, 1987 First Street,//9, Livermore, felt there is a need for another cab
company in Pleasanton. He commented that BART officials believed more cabs were needed
in Pleasanton and he pointed out there are more hotels and businesses now. He urged Council
to approve the application.

Ray Ghorbani, Tri-Valley Cab Company, said the taxicab business is already heavily
regulated. For this reason, he did not feel Pleasanton needed another taxicab business. He
would like to see the ordinance changed to reflect that only a certain number of taxicab
businesses would be allowed to operate in Pleasanton. Mr. Ghorbani wanted to know on what
facts staff based its determination that another company was needed. He also claimed that some
cab companies do not have offices in Pleasanton.

There being no further testimony, the public heating was closed.

Mr. Roush said Code Enforcement investigates and enforces the location of the cab
companies. The ordinance is under staff revision and should be before Council in the next two
to three months. The public will have a chance to respond to the changes. He said the Police
Department did an analysis and determined it was in the public interest to have another cab
company and therefore it is making the recommendation to approve this application.

Ms. Dennis asked where Tri-City Cab was located.

Mr. Mann said the main offxce is in Dublin, but it would be moving within the year.
The ordinance states he has up to one year to locate and secure an office in Pleasanton.

Ms. Ayala asked who monitors the cab companies.

Jim Baich commented the Police Department is monitoring the locations of the cab
companies. The Yellow Top Cab Company changed its name to Pleasanton City Cab and it has
an office off Main Street. Veterans Cab has an office on Vineyard Avenue, behind the Shell
Station.

Pleasanton City Council 08/05/97
Minutes 5
