Ms. Michelotti asked how long ago the permits came through for the Yellow Top Cab
Company.

Mr. Batch said approximately 14 months ago.

Mayor Tarver asked if there was any evidence in regards to: how many taxicabs were
already in operation and if this number was adequate; what are the probable effects these
additional taxis will have on existing traffic; the character and experience of the applicants; and
other information covered in the ordinance.

Ms. Dennis asked if in the revised ordinance could there be a measurement as to number
of cabs per population, hotels, or business for the future reference.

Mayor Tarver agreed with Ms. Dennis in regards to the measurement. He felt there will
be more requests for cab companies in the future and some standard should be set.

Ms. Acosta said this could be brought back to Council with the ordinance changes. She
cautioned Council on trying to set up a measurement program, as other business might want such
a measurement on their businesses.

Ms. Michelotti commented having BART in Pleasanton created a need for more taxi
cabs, but agreed with the need to consider limiting the number of cab companies.

It was moved by Ms. Ayala, and seconded by Ms. Dennis, to adopt Resolution No.
97-98, approving the application of Tri-City Cab Company for a certificate of public
convenience and necessity to operate a taxi service in the City of Pleasanton.
The r011 call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, and Mayor Tarver.
NOES: None
ABSENT: Councilmember Pico
ABSTAIN: None

Item 6b
PrincipleS 0f Agreement for the Tri-Va!ley TranSpOrtation Development Fee.
