2) the upgrade to Wayside Park. Also, the Fire Station will be relocated when the San
Francisco project is approved.

Ms. Michelotti asked if the decision is to be made in the future, won't the downtown
specific plan have to be amended?

Ms. Acosta said yes.

No action was taken at this time.

Item 6d
Request by the Pegasus Groun for a reduction in the lower income housin2 fee for an
approved storage facility at Stanley Boulevard and Valley Avenue (PUD-97-6). (SR97:231)

Steven Bocian presented the staff report.

Mayor Tarvet recalled there was a reduction of fees on a park and a certain formula was
used. Is there a formula in the code as to what the maximum reduction for this fee is?

Mr. Bocian said it is not in the code nor is there a specific formula. The code allows
a reduction based upon the review of the City Council. The basis of the fee is to offset the
impact that new employees will generate for affordable housing.

Dwight Davis, 1148 Alpine Road, Walnut Creek, 94596, said the reason for asking for
the reduction is that the project will generate very few workers. Approximately two new
workers will be generated and the company provides their housing. The project is offering a
service to the community with low traffic impact and a low impact on City services.

Mayor Tarvet asked how many would be employed and their annual income.

Mr. Davis said approximately two employees who would make about $25,000 a year.

Mayor Tarvet said the employees would be classified as low income people. He asked
Mr. Davis if he knew how much it cost to provide a subsidy for low income housing.

Mr. Davis said he did not know. But the project will supply housing on site. There is
no need for additional housing in Pleasanton.

Jack Hovingh, 4250 Muirwood Drive, commented that if there is any increase in
occupancy, the developer should pay an additional thirty-five cents per square foot or at least
the difference between the fee now and the existing low income housing fee at the time. If there
is a more intense use then the City should collect a higher affordable housing fee.

Pleasanton City Council 08/05/97
Minutes 14
