Ms. Michelotti said September is when Congress would start going through the process
with the Federal Transportation subcommittee. This is when the public needed to contact their
Federal legislators to get the 3 1/2 cent diversion back to the states.

The roll call vote was as follows:
AYES: Councilmembers- Ayala, Dennis, Michelotti, and Mayor Tarver.
NOES: None
ABSENT: Councilmember Pico
ABSTAIN: None

Item 6c
Report from CloSed session concerning the City'S consideration to purchase propert_v alona
Main Street to extend Ra_v Street to St. John Street. (IR97:41)

Ms. Acosta gave a brief report.

Mayor Tarver asked for public testimony.

Jack Hovingh, 4250 Muirwood Drive, requested a moratorium be put on developing the
St. Vincent De Paul property until the City drafts a new downtown plan. He believed there are
real traffic problems at that intersection.

There was no further public testimony.

Ms. Michelotti asked Council if there was any interest in looking at this further.

Ms. Ayala stated she is concerned about the intersection, but the trade-off is the City will
get a great business for this area of downtown.

Ms. Michelotti asked if there was further discussion, would another closed session need
to be held.

Ms. Acosta said yes, but then there is the possibility the property would have to be
bought from the new owner at a higher price.

Mayor Tarver said he did not have an interest in discussing this any further. He felt the
downtown plan needed to be looked at to determine where there had been changes and to make
it current. He commented there is a task force on the priority list and perhaps it could review
the plan.

Ms. Acosta said there are two CIP projects that will change downtown: 1) the Vervais
building at the north end of Main Street is coming down to be replaced by a small park; and,

Pleasanton City Council 08/05/97
Minutes 13
