Mr. Lum said the date could be moved up to March 1998. TVTC will need time to <br />evaluate all the various funding sources available. <br /> <br /> Mayor Tarver spoke at length about the transportation problem and how important it is <br />for all jurisdictions to work together. He said there needed to be support at the State and <br />Federal levels. He believed the fee to be too low and there needed to be a total plan with all <br />of the funding and infrastructure identified. He did not know how the problem would get fixed <br />without taxing the population. <br /> <br /> Ms. Michelotti said it was projected that in five years time $65 billion will accumulate <br />in the Federal transportation trust fund. The federal legislators are trying to loosen up the funds <br />and direct them back to the states. The gas tax was a good source of funding, but what about <br />the people who do not drive. She felt $70 million was a drop in the bucket and the money <br />should be used to leverage other funds. <br /> <br /> Mayor Tarver believed the fee was not high enough, but supported the motion. He was <br />concerned that if the process were rushed there might be funding sources developed in the future <br />that would be missed. He was upset that more is not being done at the federal level to raise <br />taxes for transportation funding. He strongly supported getting all the agencies to adopt the fee. <br /> <br /> It was moved by Ms. Ayala, and seconded by Ms. Michelotti, to adopt Resolution <br />No. 97-99 approving the draft Principles of Agreement for adoption of the Tri-Valley <br />Transportation Development Fee, as suggested by staff, but changing the date to <br />March 31, 1998; <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Dennis, Michelotti, and Mayor Tarver. <br />NOES: None <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br /> Ms. Michelotti asked how Council felt about trying to make things more equitable for <br />Pleasanton. <br /> <br /> Ms. Dennis said there will be other opportunities to discuss that issue at a later date. <br /> <br /> It was moved by Ms. Michelotti, and seconded by Ms. Ayala, to recommend to the <br />TVTC that a task force composed of business representatives and federal, state and local <br />officials be established to seek additional funding sources and means of implementation. <br /> <br /> Ms. Ayala commented the gas tax monies collected go into a trust fund. This trust fund <br />is approximately 32 billion dollars. It is projected it will go up to 65 billion, but the federal <br />government will not touch it. It is using this money to offset the budget deficit.
