Nate Meeks, 6837 Paseo Santa Mafia, Chair of the Economic Development Advisory <br />Committee, wanted to correct one statement in the staff report. The staff report indicated the <br />Economic Advisory Committee was unanimous in its decision. There was one no vote. The <br />recommendation from the Advisory Committee was to go with the TVTC fee and to seek <br />alternate sources of funding as well. The no vote was cast because the recommendation did not <br />include an implementation plan for identifying where the additional funding sources would come <br />from. He was here tonight to say the Economic Development Advisory Committee is in strong <br />support of the TVTC fee. <br /> <br /> There being no further testimony, the public heating was closed. <br /> <br /> Ms. Dennis agreed with the recommendation to seek alternate funding and that would be <br />the method to reduce the impact on new development. She felt the City and the <br />business/development community needed to work together to develop a strategy for going to the <br />State and Federal government. She agreed the migration of companies moving into Fremont and <br />Pleasanton has actually caused a great deal of the traffic on 1-680. This is why the job <br />projection is so far ahead of what was anticipated by ABAG. <br /> <br /> Ms. Ayala was amazed at how many layers of bureaucracy there is in transportation. <br />Because of these layers the conditions will not be followed through. She wondered how a <br />realistic time line would be set up, when it took TVTC eight years to reach this point. The <br />problem is now. She supported toll roads. This is a user tax and felt this would be the only <br />way to get the San Joaquin County residents to pay a fair share. She was concerned about the <br />Measure B reauthorization. She said the projects funded by Measure B have fallen short and <br />she did not foresee any change. She said Ellen Tauscher is making progress at the Federal level <br />and felt something could be done at a State level. She supported the fees with the conditions. <br /> <br /> Ms. Michelotti supported moving forward with some implementation of the fee, but only <br />with other sources of funding being actively pursued. She strongly urged a task force be made <br />up of business representatives, public officials, and the elected State and Federal officials to <br />work on the issues. She felt answers need to come from the top as well as from the local level. <br />This would only be a start. There needed to be a policy set up that will help jurisdictions attract <br />funds from the State and Federal level. She supported the recommendations made by the <br />Chamber and the Tri-Valley Business Council in supporting the Measure B sales tax extension. <br />She spoke at length about how important it is to get support at the State and Federal levels. She <br />supported a toll road. She was frustrated that Caltrans did not recognize the second worst <br />commute in the Bay Area is near Pleasanton. <br /> <br /> Ms. Dennis requested the task force be listed on the priorities list. <br /> <br /> Ms. Ayala asked if the strategic time line date could be moved up. <br /> <br />Pleasanton City Council 08/05/97 <br />Minutes 11 <br /> <br /> <br />
