Mr. Higdon said this improvement would change the traffic flow very little. <br /> <br /> Ms. Michelotti asked about the traffic coming into town or the traffic leaving town. <br /> <br /> Mr. Higdon said the right lane on First Street would become a right turn only and traffic <br />coming off Ray going in the westbound lane would be converted into a true lane. Between <br />Kottinger and Neal it would not change any. He said the level of service would change slightly. <br /> <br /> Mayor Tarver declared the public heating open. <br /> <br /> Fred Wilcox, 3998 Stanley Blvd, speaking for Mary Lou Wilcox, who lives adjacent to <br />the Arroyo Iresfie, has no objection to the new bridge. He had heard part of the new bridge <br />design included a slight redo of the intersection of Stanley and First Street to accommodate a <br />possible extension of Del Valle Parkway to make it into a four way intersection. If this should <br />happen she might have a concern. He commented the County of Alameda wanted to turn the <br />tres~e over to the City. <br /> <br /> Roger Higdon said there were no changes proposed for the extension of Del Valle <br />Parkway. <br /> <br /> Randy Friesen, 4167 First Street, manager for Graham-Hitch Mortuary, is not opposed <br />to the widening of the bridge. He said this will benefit all. His concern is about the <br />undeveloped lot on the other side of the Arroyo. He would like to be kept informed on any new <br />development around this property. He said the mortuary will continue to work with Greiner <br />through the process. <br /> <br /> Eric Thiel, 1155 Santa Rita Road, high school teacher at Amador High School, said for <br />the last three years his students have been involved in a study of the Del Valle Arroyo. The <br />students have enjoyed an abundance of wildlife. Without a doubt the students have benefited <br />by having the opportunity to study the organisms found there. The group has witnessed <br />significant damage done by contractors that did not have any concern for the environment or the <br />habitat. In the fall, of 1995 the waterflow was blocked and as a consequence many of the fish <br />were dying. His students tried to save as many as possible and reintroduce them into the <br />Arroyo. In the fall of 1996 a solvent was witnessed being discharged into the sewage outfalls <br />into the creek. He said he has been documenting the damage. He said he is not aware of any <br />fines that were imposed. He was not here to stop the building of the bridge. He would like to <br />express his concern in selecting a contractor that has environmental concerns. He hoped <br />significant fines would be placed on contractors causing any damage. He said his group will be <br />monitoring the creek during the construction. <br /> <br /> Mayor Tarver asked if he still had the video tape and Council would like to see it.
