She <br />wanted to assure Council that everything has been done according to the Fish and Wildlife <br />Service requirements. <br /> <br /> Ms. Dennis asked because of the number of bullfrogs in the area, is it correct in <br />assuming it would not be beneficial to introduce the red legged frog? <br /> <br /> Ms. Dulfield said if Council wanted to reintroduce the red legged frog, than a bullfrog <br />eradication process would have to be implemented. She felt Council may not want to do this. <br /> <br /> Mr. Pico asked what would happen, if after Ms. Hosterman returned and visited the area <br />with Public Affairs Management, a red legged frog were found? <br /> <br /> Ms. Dulfield said if in the event a red legged frog were found, then different mitigation <br />efforts would have to be implemented. <br /> <br /> Mr. Pico asked if those implementations would still comply with the Negative <br />Declaration. <br /> <br /> Ms. Dulfield said yes if the agencies accepted them as mitigating to a less than significant <br />level. If there is some reservations about the report, she would be willing to go with Ms. <br />Hosterman to assure all parties that the red legged frog did not exist on the site. <br /> <br /> Mr. Steiner said all protocol had been followed and believed the report to be complete. <br /> <br /> Mr. Pico asked if it would be possible to impose mitigation in the event a red legged frog <br />might exist on the site. <br /> <br /> Ms. Michelotti asked if that the mitigation proposed will in fact benefit the red legged <br />frog. <br /> <br /> Mr. Steiner said yes. He said the red legged frog is on the endangered species list. If <br />between now and time of construction a red legged frog is found, it would still be protected and <br />proper mitigation would be taken to protect the frog. <br /> <br /> Ms. Ayala commented a condition would not be needed then. <br /> <br /> Mr. Steiner said that is correct. <br /> <br /> Mayor Tarvet asked what effect this improvement would have on the Kottinger and First <br />Street intersection.
