Mr. Eastman said no. He believed the ordinance is well intended but it does not address
the problem or do anything to impact crime.

Mr. Pico asked if the ordinance only applied to dealers or aim to private individuals
wishing to sell a gun.

Mr. Eastman said the current state law is that all guns, whether public or privately
owned, must be sold through a legal dealer.

Mr. Pico asked how many dealers are there in Pleasanton?

Mr. Eastman said there is one commercial outlet and about twelve to fifteen home
licenses.

Mr. Pico asked how would an individual transfer the sale of a gun?

Mr. Eastman said any private transaction would have to be made through a dealer.

Mr. Pico understood that certain types of guns are prohibited from being imported and
therefore an industry has been created to manufacture guns in California.

Mr. Eastman said there are gun manufacturers in Caiifomia that manufacture firearms
similar to foreign firearms that used to be imported, but now have been banned.

Mr. Pico understood then there are foreign guns that are being banned from being
imported but are legal for them to be manufactured in the United States. Does the list in this
this ordinance match the list of guns that have been banned?

Mr. Eastman did not know.

Mr. Pico asked how many permits there were to carry a concealed weapon?

Mr. Eastman said twelve.

Ms. Michelotti asked what information was used for the ordinance.

Mr. Roush said a number of jurisdictions have considered this ordinance and the roster.
In that context a definition was agreed upon that all the cities would adopt. Different cities
reached different conclusions about which guns should be on the list. The guns that showed up
on all the lists were used to create the roster that is shown here today.

Mayor Tarver asked what the motivation was in 1968 for the Federal law banning the
importation of low quality, easily concealable weapons.

Pleasanton City Council 07/12/97
Minutes 11
