Mr. Roush said he did not know. <br /> <br /> Ms. Michelotti asked what effect this ordinance would have on commercial stores? <br /> <br /> Mr. Eastman said to his knowledge the commercial outlet stores that sell firearms never <br />sold junk guns. <br /> <br /> Ms. Michelotti asked whether the ordinance would have an effect on the stores. <br /> <br /> Mr. Roush said there would be an application and permitting process the stores would <br />have to go through. Curren~y, there is no process. <br /> <br /> Ms. Dennis said she has always been in support of this ordinance. She felt the ordinance <br />was addressing a regional effort to make the population safe. She supported the efforts of other <br />communities that did not have a safe community like Pleasanton. She said one of the interesting <br />points that was raised on the safety issue was that there are no lawsuits about accidents. If the <br />Consumer Product Safety Commission does not regulate or have any standards for safety, then <br />how could the manufacturer be sued. There are only voluntary standards. This area is very <br />unregulated. She said Pleasanton is fortunate to have such a wonderful Police Department. She <br />commented on an article that said arrests and conviction rates are the most important <br />determination of crime rates. She agreed people have a right to own guns, but the ordinance <br />does not impact that right. She said Pleasanton does not allow the home based dealerships. <br /> <br /> Ms. Ayala supported the ordinance as a regional effort. She thanked the Police <br />Department for the wonderful job it has been doing in keeping Pleasanton safe. <br /> <br /> Mayor Tarver answered the question as to what the problem is? He heard today that <br />there was concern about: unsafe guns; the amount of guns available to kids; the cost of those <br />guns, and it is becoming a big problem. It was said nothing was being done at the State or <br />Federal level and that something needed to be done locally. The availability needed to be <br />restricted so people will not go to other communities to buy junk guns. This is how the <br />ordinance came about. It seemed appropriate to add the trigger lock. He said questions were <br />asked at the last meeting and the ordinance was tabled. Since then community has brought forth <br />signatures to bring this forward once again. It is not his intention to restrict people's ability to <br />protect themselves. He believed the discussion heard today would change the ordinance. He <br />agreed criminals will get guns no matter what. But there should be more done to put criminals <br />away. He does not want a bunch of inexpensive guns floating around the neighborhoods. He <br />does not want to take an action to promote this. People can still bear firearms, buy firearms, <br />and keep firearms.
